Resizing images not just involves resizing the physical size (pixels), but the file size (KB) as well.
What we normally do is just drag the images around to resize it.
This only affects the physical size, but the file size remains the same.
If you want to resize the physical size as well as the file size of an image, then use a software like Irfanview.

Download the setup.exe file
Go to your web browser. Type www.irfanview.com and hit Enter on your keyboard.

Click on "Download Now" button
This will download the setup.exe file on your PC
Install Irfanview by running the setup.exe file
Press CTRL+J to see your downloads (Works for Chrome and Firefox), and double-click the setup.exe file to run it.
How to Resize Images Using Irfanview
This lesson will show you how to use Irfanview to resize the physical size and file size of an image.
For this tutorial I have downloaded an image landscape.jpg in a folder on my desktop named Pictures.

Note the physical size is width = 1,600 pixels, height = 1,000 pixels

Double-click on the icon

Right-click on Image Menu (1), then drag your mouse down over to Resize/Resample and release.
Let's set the physical size.
Type 300 on the width. The Height will automatically adjust in proportion to the width (or vice versa).
Save your new image.
Right-click File Menu (1), then drag you mouse down over to Save as option and release (2).
